Digital India is the flagship programme of the Government of India with a vision of our Honorable Prime Minister Narendra Modi to transform India into a digitally empowered nation and knowledge economy.

The government of India launched Digital India Land Records Modernization Programme (DILRMP) under Digital India in order to computerize land records, cadastral maps known as bhu naksha and mutation records. The state governments have been directed by the government of India to upload land registration details online under the Digital India Land Records Modernization Programme (DILRMP).

What is Bhulekh?

Bhulekh is the term used for land records in Hindi-speaking states like Uttar Pradesh (UP), Bihar, Madhya Pradesh (MP), Haryana, Rajasthan, etc.

The term bhulekh is derived from the Sanskrit language. “Bhu” means Land, and “ALekh” means Land record.

Bhulekh are recorded in India since the Indus civilization. There was a systematic way to maintain the land records during the Mughal era. This system grew more effectively during the British rule in India.

Previously, the land records were maintained manually, which was not so easy to maintain. People faced difficulties getting details of their piece of land and other related queries. They had to go to the office multiple times for the same issue again and again.

To ease the process of recording and maintaining the record, in 2008 Indian Government started National Land Records Modernization Programme (NLRMP) to develop a new modern, comprehensive, user-friendly, transparent way to maintain land records. It was later renamed as Digital India Land Records Modernization Programme (DILRMP)

Every state has its own official Website. The state governments are digitalizing the various details of land records like a record of rights(ROR), maps(bhu-naksha), etc. on their respective Website. Anyone can access information online for their land records like Khasra-khataunijamabandi (Record of Rights), the copy of jamabandi (nakal), fard, etc.

What is Bhulekh Khasra In English?

Bhulekh Khasra is a legal document for agriculture. Khasra is used to specify the details of land and crop details. Khasra mentions the following details:

  • Cultivator (Farmer) of the field

This Khasra No is expected to be unique within a village. If, not then you should contact the nearest land record office or NIC to rectify it as soon as possible.

What is Bhulekh Khatauni? Khatauni Online

Bhulekh Khatauni Online is a ledger (Khatauni Nakal) of all the landholdings of an individual or a family. If any individual or family holds multiple units of land/fields in the same village then it would be recorded in Khatauni Online.

What is Bhulekh Jamabandi Record? Jamabandi Online

Bhulekh Jamabandi Record is a village’s complete ledger (Jamabandi Nakal). It is a register where all the details regarding land records of that particular village can be found online. It is the land Record of Rights(ROR) of a village. It is also known as Fard or parcha. The most commonly used term is Jamabandi. The Jamabandi Record register contains the following information.

  • Name of the owners of the land
  • Location & Measurement Area of land
  • Shares of different owners(if applicable)
  • Crops
  • Rent
  • Revenue
  • Taxes payable

How to change your name in the Land Register?

Nowadays, it is very easy to change your name in the land register. You can visit the official website of your state government and get it done online. The process of changing the name in the land register might take from 15 to 20 days.

You need to follow the following steps to change your name in the land register online:

Affidavit Submission

An affidavit signed by 2 officers of the gazette with a notary is required to change the name in the land register. It should specify the following details:

  • Existing name
  • New name
  • Reason for the name change
  • Your current address

Publication of an AD

You need to publish an ad in the newspaper before you apply for changing the name in the land register. The ad must be published in two different newspapers. One is English and the other is in the local language. The ad must specify the following information:

  • Existing Name
  • New Name
  • Date of Birth (DOB)
  • Address

Gazette Notification

You need to submit a copy of the ad with all necessary documents to the department of publishing to complete the legal process of changing your name in the land register.

Land Registry Office

 After the successful completion of the process of the name change, the owner needs to submit all required documents related to the changing of name in the land registry office with a small fee to get his/her name updated in the land records.

Verification

 An investigation is carried out by the respective officers to check if the name changed is valid or not in accordance with the documents submitted

Final Update

A final copy, with the updated name, is sent to the applicant at his/her address after the process of checking the documents is completed.

What are the Documents Required for the Online Name Change Application in Bhulekh?

  • An affidavit with a minimum value of Rs.10/-
  • A cutting of the published newspaper ad with a specified performance duly signed by the applicant and 2 witnesses in printed format.
  • 2 Passport size photographs.
  • Copy of ID (Aadhar card, Pan card, etc.).
  • A CD with a duly completed soft copy of the application in .docx format.
  • A letter that can verify that the information in the application’s soft and hard copies is valid.
  • An application form is required to be filled out by the applicant for a small fee.
