Some Important Points Regarding National Overseas Scholarship

  • If a successful candidate is not available in a given year according to the mentioned category, the award for that year will be accessible to candidates from other categories.
  • Women are entitled to 30% of the total scholarship, however, if no women candidates are available, unfilled places will be granted to male candidates.

  • If any form of financial condition is mentioned in the offer of admissions, such as a fee deposit or any other sum, it will not be deemed a bar to the application being considered.

Important Instructions Regarding Application Procedure

  • Newspapers and other forms of media will be used to publicise this programme.
  • Every year in April, the portal will accept applications for 30 days.
  • In the first round of selection, only online submissions will be evaluated for scholarship awards.
  • If the positions remain unfilled after the first cycle of selection, the portal will be open for another 30 days every quarter until the slots are filled.
  • The portal will not be reopened until all of the spaces have been filled.
  • Only applications that are fully completed online will be considered for an award.
  • Applications that are not complete will be rejected.

What is the selection procedure under the National Overseas Scholarship?

  • First and foremost, individuals who have received an unconditional offer of admission from one of the top 1000 ranked international institutions or universities will be considered.
  • Requests to alter institutions or universities will not be considered.
  • For each cycle of selection, a merit list of qualified candidates will be produced based on the most recent available QS ranking of the foreign university or institution. The scholarship will be given out in order of merit. Candidates who have received an offer letter from a higher-ranked university or institution will be prioritised on the merit list.
  • If there is a tie in the QS ranking of two or more applicants, the position of merit will be determined based on the candidate’s marks in the qualifying examination.
  • If there are insufficient candidates after the third round of selections, candidates who have received an unconditional offer of admission or who have applied but have not yet been accepted into the institute or university will be considered for a scholarship in the fourth round. Even if the institute or university is not ranked among the top 1000 QS institutions.
  • All of the candidate’s online applications will be presented to the selection and screening committee, who will mark their recommendations for selection and ranking.
  • Selected students who have been accepted to a foreign university or institution will receive a provisional scholarship award letter.
  • Candidates who have not yet been accepted into a foreign university or institute will receive a provisional assurance letter.
  • Those who have been awarded a scholarship under the scholarship system must enrol in the course within three years after receiving the award, or the scholarship will be revoked.
  • If the candidate is granted provisional assurance, it will be valid for one year.
  • Within one year of receiving provisional assurance, the candidate must get an unconditional offer of admission.
  • If a candidate does not get an unconditional offer of admission within the stated time, the guarantee will be automatically terminated, and no request for an extension will be considered.

  • The contingency allowance is allowed for books, necessary equipment, study tours, travel costs, attendance at subject-related conferences, workshops, and other fees charged by the university or institution, such as student service fees, student amenity fees, registration fees, examination fees, and so on, but fees for learning English or any other language course before or during the course are not covered by this scholarship.
  • The awardee can complement their stipend by working as research or teaching assistant.
  • This scholarship scheme also covers second or coach class rail travel from the port of disembarkation to the place of study and back.

Duration Of Award Under National Overseas Scholarship

Financial aid under the National Overseas Scholarship will be provided until the course/research is completed, or until the following time, whichever comes first: – 

  • 4 years with a PhD.
  • 3 years for a master’s degree

The extension of stay will be considered without any financial help, except for the cost of returning to India by air. This stay will be permitted if the appropriate authority in the educational institution or university, as well as the Indian mission overseas, recommends it. Only if the candidate must complete the course will they be permitted to stay. The final decision on the stay will be made only by the Indian government.

Default Under National Overseas Scholarship

If a student seeking education outside of India violates any terms and restrictions, the educational institution or university notifies the Indian mission overseas. This negative report on the candidate’s studies or behaviour will result in the candidate being declared a defaulter, and the candidate will be required to repay the whole sum spent on his or her studies abroad, plus interest at the rate of 12% per year.

If the awardee fails to reimburse the sum within 6 months of the date on which the demand for repayment is issued, a penalty rate of 2.5 per cent above the above standard rate of interest will be levied on the outstanding amount.

If the awardee fails to repay the money plus interest, his or her sureties who have signed bonds will be responsible for the full amount. If they do not pay, the district collector of the involved district would realise the amount of the scholarship as a land revenue arrear.

False Furnishing of Information

  • If any candidate is found to have provided fraudulent information, they will be disqualified from receiving a scholarship. The action to recoup the money spent on him will be started, and the money will be repaid to the candidate with a 15% compound interest rate. In addition, the candidate will be placed on a future blacklist. If the candidate is employed, he or she may face departmental action for such an act, for which the Indian government will file a complaint with the employer. Before issuing a NOC to an employee, the employer is urged to read the contents of their application.

Mandatory Conditions Regarding National Overseas Scholarship

  • Those students who have already achieved master’s or PhD certification cannot get the benefit of this scheme
  • Employed candidates are needed to present a no-objection certificate from the employer to the ministry
  • The candidate must resolve administrative issues according to the rules of the serving organisation.
  • The candidate must obtain a visa for the country in which he or she wishes to study.
  • In addition, the applicant must agree to allow his or her university to exchange information with concerned Indian missions abroad.
  • The chosen candidate must provide all needed paperwork and provide all pertinent information.
  • After receiving the scholarship, all candidates are obligated to return to India.
  • If the candidate can acquire employment, then they can stay in the country for 2 years without any financial help
  • If a candidate is obliged to return to India for a period owing to a family emergency, the applicant may do so after contacting the Indian mission and the educational institution. The candidate is responsible for all travel expenses.
  • The candidate is not authorised to change the programme of study or research for which the scholarship has been sanctioned
  • To get a scholarship under the National Overseas Scholarship Scheme, candidates must complete the necessary procedures and regulations.
  • If the Indian mission in a foreign country awards the candidate an overpayment, he or she must reimburse the excess sum.
  • If the application is married and decides to bring their spouse and children with them, the candidate will be responsible for their financial expenses.
  • The selected candidate must write a bond before a notary public on non-judicial stamp paper with two sureties who will each execute a surety bond for the actual amount to be spent by the government of India on the candidate or Rs 50000, whichever is greater.
  • The surety bond will detail and cover the expected expenses in Indian rupees that will be incurred during the study period.

Eligibility Criteria of National Overseas Scholarship

  • The aspirant must be an Indian permanent resident.
  • The applicant must have received 60 per cent or equivalent in the qualifying examination (the qualifying examination for PhD courses is a master’s degree, and the qualifying examination for master’s degree courses is a bachelor’s degree).
  • The applicant’s age should not exceed 35 years old.
  • The applicant’s family’s total income should not exceed Rs 8 lakh.
  • The following factors will be taken into account when evaluating the family’s income: –
    • Parents and siblings of the candidate who are under the age of 18 years old, as well as the candidate’s spouse and children who are under the age of 18 years old
    • If the woman is married, her in-laws’ income, as well as that of her spouse and children under the age of 18, will be taken into account.
  • This scheme is only available to two children from the same family. In this case, students must submit a self-certification form.
  • The scholarship recipient cannot be considered for a scholarship for a second time.
